While it is true that the bug report form includes Encore, it is end of life. See http://www.adobe.com/products/encore/faq.html and discover as I just did that the announcement about Encore being end of life now goes to the Encore help and tutorials page.
I do not believe that bug reports have any effect. Use the same form and submit a feature request for Premiere Pro!
So as bad as it is, you will not get what you "need" (dynamic link to Encore). Join a long list of bewildered users. But for now, as you discovered, there is often a workaround. And you will finder fewer options for DVD/BD production that have Encore's flexibility.
