I had the identical problem with Windows 7 64 bit and AMD Radeon HD7570 graphics adapter. Installing the Beta version 14.6 of the AMD Catalyst software and drivers has cleared it. Make sure you uninstall the previous versions first and delete any folders inside C:\AMD\Support. The screen display looks "broken" after this because it is using default drivers. Then reboot and install the Beta Catalyst package. Reboot again and all should be well. I noticed that the Beta Catalyst package installed Microsoft .NET framework 4.5 on my system. It looks like that is the missing piece that Photoshop CC 2014 needs to play nicely with this graphics adapter.
