If she isn't going to edit photos, it might be good to ask whether she needs Photoshop at all. For creating works from scratch, maybe something like Corel Painter would be more appropriate since it's built for digital painting and drawing. While the full version is $299, they seem to have a Painter Lite version for $50 on Mac and Windows which might be an affordable way for a 12-year-old to start.
