Crossbridge wont compile with updated cygwin

A few facts:

1) I have the latest crossbridge

2) I have the latest cygwin installed into the crossbridge/cygwin directory

3) My cygwin has python, libuuid1, cmake & make

4) I have 64bit java and '-java version' confirms that 64bit java is the one being used

5) I have the most current flex sdk with the most current air sdk overwritten into it

6) I created a flasccuser folder in home (direct copy from a "virgin" crossbridge download)

7) all of these items were facts before I ever executed run.bat

When I go to compile any sample it tells me that it was unable to compile the recipe and echo's this:

Makefile:2: make *** [T01] error 127

What am I missing? I'm not incredibly familiar with cygwin or the crossbridge sdk and I'm not sure where to even look for answers. Before finally posting here I did plenty of googling but, I was unable to find answers from either end. I know there must be some pro step I'm missing and I would greatly appreciate any information that someone can give me. The need for me to update cygwin derives from the packaged crossbridge cygwin not playing nice with windows 8.1. I read on this very forum that cygwin solved the problem long ago but, adobe has yet to upgrade their packaged version. That being said, I would even be willing to simply download some other crossbridge package if one exists that supports my OS.

The end result is that I simply need a working crossbridge for win 8.1.

Thank you for your time.
