Rendered blacks come out gray in both H.264 and mpeg2

Here is the composite inside of Premiere:

And here it is rendered out to mpeg2 or H.264

Am I missing a setting or is this typical of these file formats? This happens to a straight up black solid as well. I'm working with .r3d files. Any help would be appreciated.
