PDF export to Internet corrupted?

Hello,

Using Acrobat XI and saved my pdf with the following Permissions:

1) High Resolution Printing Allowed & Filling in form fields

2) signing and existing signature fields changes allowed.

Local to my machine everything works fine. However, once uploaded to the web some TextFields can't be filled and an "On Blur" action for a combo-box no longer works. Is there something particular I need to be doing to keep the pdf from becoming corrupt once it has been uploaded?
