Eyedropper Question

1. can the eyedropper select color only from a specified layer? For example, let's say we have 5 layers: Layer 1, Layer 2, Layer 3, Layer 4, Layer 5, and all are currently visible. When selecting the eyedropper, we want it to select colors only from Layer 3. Is this possible, maybe via a script or somethiong similar?

2. can the eyedropper select a color from a layer which is not currently visible? For example, we have 3 layers: Background, Layer 1, Layer 2. Imagine that we're on Layer 2, and want to sample a color from Layer 1, but Layer 1 is turned off. Can it still pick up a color from Layer 1? I'm guessing this would be similar to Corel Painter's "Clone" opion where the layer you are cloning from is not visible, but it still picks up the pixel data from it as you clone it.

I'm assuming the answer is no to both questions, but does anyone know of any workarounds?
