Thank you for the reply. Sorry for this outcome. Unfortunately this NVIDIA GeForce problem is specific for Premiere Elements 10. So, you should not be having this problem if you went to Premiere Elements 11, 12, or the new version which is expected to be released at the end of September 2014 (release date just a guess). But, whatever your decision, please look at the tryout of the product before the purchase.
The solution for the Premiere Elements 10/NVIDIA GeForce issue is the driver version roll back and that seems to be for those involved back to around May 2013. In all this time, there is no indication that NVIDIA or Adobe will do anything to change the situation.
